Raised by a single mother who worked and went to college full-time, Cynthia Phillips learned early that leadership means doing what’s right — not what’s popular.
She has spent 30 years in federal policy roles designing and managing multi-billion-dollar initiatives in development, education, and human services. She’s not running because it’s her turn — she’s running because DC needs someone who sets clear goals, measures outcomes, scales what works, and has the courage to end what doesn’t.
Cynthia Phillips has dedicated her career to solving complex problems at the highest levels of government — designing programs, building coalitions, and delivering results where it matters most. Now she’s bringing that same commitment home to DC.
She knows what it takes to navigate tough systems and emerge with solutions that work. And she’s ready to do it for every family, in every neighborhood, across all eight wards.
Cynthia's name will not appear on the printed November ballot. She has not closed the door on continuing in November and is considering a write-in effort. For now, the campaign's immediate focus is building the financial support needed to keep moving forward.
Support the Next Phase →Passing a bill is only the beginning. Cynthia will judge success by whether programs are funded, implemented, managed, measured, and deliver for residents.
Increase the supply of housing, protect tenants, expand pathways to ownership, and make it possible to build more homes in more parts of the District — without concentrating affordability in only a few wards.
DC should not have to choose between effective law enforcement and prevention. Strengthen community trust, target repeat and violent crime, and invest in credible youth interventions, safe places, employment, and opportunity.
Measure whether students are actually learning. Strengthen literacy, attendance, teacher support, career and technical pathways, and oversight so every school has the resources and accountability to help students succeed.
Workers and small businesses are not enemies. DC needs strong worker protections, a responsive and predictable government for businesses, and a growth strategy that expands jobs, opportunity, and the tax base.
Democracy cannot depend on the restraint of the White House or the permission of Congress. Defend DC’s laws, budget authority, and right to self-government with legal, legislative, coalition, and public advocacy tools.
Residents should judge government by what it delivers. Set clear performance standards, publish outcomes, improve oversight, and make agencies accountable for execution — not just announcements and intentions.
